Abstract: We will conduct a panel discussion on the use of OR techniques in rail policy development from the perspective of both the public and private sectors. Analytical tools have a long record of use within public and private entities for evaluating the efficacy of proposed investments and impacts of policy decisions. In recent years, efforts by the public sector to encompass all modes of transport to address mobility and environment issues has greatly increased the demand for and use of analytical tools to assess investment and policy strategies. This session will emphasize the perspective of the consumer of quantitative analysis for rail policy development among agencies, carriers and consultants. Panelist Raphael Kedar will present " The FRA's use of modelling tools in developing FRA policy on rail freight". Panelist Charles A. Spitulnik will present " The means by which the potential investments in Cross Harbor studies are being analyzed. " Other panelist will round out the session.
